MACCS©
MACCS© allows Federal agencies and business entities to manage and track all credit card purchases, create accounting obligation transactions at the time of cardholder entry or authorization, import credit card transactions received electronically or via diskette from the credit card processing center, and reconcile those transactions with the cardholder's transactions. MACCS© handles disputes of credit card transactions, credit tracking and processing, and establishes disbursement accounting transactions from reconciled records authorized for payment, and can then forward them into the existing accounting system for processing.
The MACCS© environment also provides:
- User-friendly, windows-based functions
- System accounting/setup options
- Cardholder information/limitation profiles
- Accounting designations assigned by cardholders
- Approval/disapproval of cardholder purchases
- Multiple items per transaction
- Reconciliation of purchases to credit card processing center transactions
- Import of credit card processing center data
- E-mail connections
- Payment of credit card processing center invoice
- On-line reports
- Dispute item management
- Reference table maintenance
- Accounting transactions for obligations
- Security levels
- On-line help features
- Audit trail of all credit card transactions
MACCS© works on Oracle, Microsoft Access 97 or SQL server platforms only.
Under the federal SmartPay program, Government employees are issued credit cards and encouraged to make departmental purchases with them. Following the trend, large organizations have also realized the benefits of corporate credit cards. While this practice has provided significant advantages, it has raised some serious issues in a variety of departments.
In response to our client's needs, Starry Associates developed MACCS© (Managing/Accounting Credit Card System©), a server-based, web-enabled application that electronically imports transaction information from the issuing bank. Using this data we have created a system that is user-friendly, hierarchical and secure.
Currently the bank can provide you with credit card transaction information and management reports both electronically and on hardcopy. What makes MACCS© unique from a management perspective is that it provides far better transaction level information, transaction reconciliation, better reporting options, and it takes the extra step to interface the transaction information directly into your other accounting and management systems. You will also find MACCS©'s flexible, table-driven design easy to install and customize.
With MACCS© the client knows:
- Who spent the money
- When the expenditure was authorized
- Whether or not the bill should be paid
- Where to post valid transactions
MACCS© provides the ability to:
- Review purchases for approval/disapproval
- Reconcile purchases to invoices
- Maintain increased budget control down to the transaction level
- Dispute transactions
- Create classes of users
- Deliver monthly management reports
- Pay the processing center invoice electronically taking advantage of payment incentives
As you can see, MACCS© closes the loop on credit card use from user to management and back to user.
